The 2025 Tier II Filing season is upon us. They are due January 1, 2026 and before March 1, 2026. The Tier II payments for 2024 were due between September 1 and November 1, 2025. A letter was sent in August 2025. This letter for “2024 filing fee letter” is listed under documents. If payment was not made, you will see it reflected on your 2025 Fee sheet.
MISSOURI TIER II reports are due between January 1 and March 1 annually, the reporting information is for the previous year. Please review filing instructions carefully. Only the MISSOURI TIER II form is acceptable for EPCRA reporting in Missouri, we do not accept "Tier II Submit" reports. This website is different in that all facilities are filed under the company name. To submit your Tier II, go to the Fee Sheet and follow to third screen, check the box "tier II is ready to submit." Your Tier II will not be dated unless you have submitted. Look at facility list, then click "view" to see if it is dated. We can now accept electronic signatures; this is the name you input at the bottom of the facility page. The electronic MISSOURI TIER II filing website is: https://apps1.mo.gov/MERC This site works best with EDGE or Chrome. “Notice to All local/federal Governments, please do not forget to click the Fee Sheet to submit your Tier II, check the box on the fee sheet to do the submission” FIRST TIME USERS, see the documents on right. "Login Account registration" then "New Filers" Copy facility to new year, see the document on right "copy fees are paid to new year" The Optional Distribution is a $10.00 charge per each facility. If you do not choose the Optional Distribution then you are responsible for sending to the fire department Missouri Fire Safety and the LEPC. You do not need to send the Tier II to the MERC Please complete all fields, any field not completed will show in Red The MERC Tier II system isn’t setup to use the back arrows within the browser. To save information changed in the system you must click save. DO NOT USE THE BACK BUTTON. Only company users can click the Fee Sheet to submit the Tier II. Your Tier II is not complete until the box is checked that says ready for submission and any past due the fees have been paid. Please make sure you have filed all facilities and years before you submit your Tier II.
